Message From the Chief

I am truly honored to serve as your Chief of Police for the Borough of Sayreville. I am energized and optimistic about the future of our Police Department and this great town.  As your Chief of Police, I am committed to building public trust through transparency, fairness, impartiality and affording a voice. I intend to be accessible, visible, and accountable to our community. I will empower the officers in our agency to take calculated risks — fostering an environment where officers are encouraged and rewarded for innovation and collaboration, without fear of failure.  In turn, I challenge the community to help us create a town where our actions, our policies, and our voices are united toward a goal of public safety and community involvement.

The Community Oriented Policing philosophy is a key component to the continued success and the future prosperity of the Borough of Sayreville.  We encourage input from the community on law enforcement and quality of life issues.  I want the residents of Sayreville to recognize that the men and women of the Sayreville Police Department are here to provide the highest levels of police service and that open communication is key to ensuring we are satisfying the needs of those we serve. We will continue to foster the relationships we have established and build new ones; where officers and those we serve can work together.  Ultimately, we all share the same goal – to reduce crime and provide a better quality of life for our families, friends, and neighbors. Through collaboration and cooperation, we can and will reach our goals.  We shall strive to establish a climate of mutual respect and trust through positive interaction with the residents of the community.  I encourage the residents of our community to get involved with their homeowner associations, schools, churches and yes, the police department.  The Borough of Sayreville’s story has not been completely written, the present and the future for our town has great promise but we all need to work together to achieve success.

I firmly believe that the Police Department must continually transform our approach to deal with growing problems, evolving laws, modern trends, and cultural perspectives.  I support progressive ideas in policing and emphasize community engagement.  I am committed to utilizing modern technology and comprehensive law enforcement “best practices” to increase public safety and resident satisfaction.   

The Sayreville Police Department is a highly professional organization, committed to achieving excellence in all we do. Our mission is to ensure that our community shall always enjoy the highest possible level of police services. That these services shall be provided with the highest regard for professional conduct and that regardless of the nature of assistance required, our Department will always be a dependable partner in keeping our community safe and secure. Our success at fulfilling this mission can be attributed largely to the remarkably dedicated staff comprising our department. We have made a commitment to hiring only the very best, and are proud that the men and women of the Sayreville Police Department display a passion for service unparalleled in our profession.

As an organization and as individuals, we are continuously seeking ways to improve our ability to serve the community. This quest has resulted in the department being accredited by New Jersey State Association of Chiefs of Police Law Enforcement Accreditation Commission.  Accredited status represents a significant professional achievement and acknowledges the implementation of policies and procedures that are conceptually sound and operationally effective. We truly believe that through dedication and effort, we can be a model police department, deserving of the immense trust placed in us by the community we serve.

Role of the Chief

The Chief of Police is the community’s top Law Enforcement Official. Equivalent to a corporate CEO, the Chief oversees all aspects of police administration and operations. In our history there have only been seven men to hold this office. Our current Chief is John Zebrowski.

Chief Zebrowski, a graduate of the Union County Police Academy is in his 25th year of service with the department. During his career the Chief served in both the Patrol and Detective Divisions. Most notably, his last assignment was Captain of Detectives.

The Chief is a lifelong resident of Sayreville and graduated from Sayreville War Memorial High School. He attended Rutgers University where he received a Bachelor of Science degree in Political Science. In addition, the Chief earned a Juris Doctorate in law from Seton Hall Law School and has been admitted to practice in New Jersey and Pennsylvania.

Chief Zebrowski is married and he and his wife, Kim, have three children; Matthew, Jonathan and Jessica. The Chief has been very active in the community as has served on various committees; including the Planning, Board of Adjustment and Recreation boards, as well as, being a member of the Sayreville Board of Education. He has also served as the President of the Our Lady of Victories Athletic Association and has been a coach in such sports as baseball and basketball for over the past ten years.

The Chief has several hobbies and will be participating in the Special Olympics Torch Run in June and the Tour de Force bicycle rally in September.

Office Of Professional Standards

The Sayreville Police Department holds its employees to the highest standard of integrity. Under guidelines issued by the NJ Attorney General we are obligated to accept and investigate complaints regarding the conduct of any member of this department.

When a complaint is submitted it is forwarded through the Office of the Chief to the Internal Affairs Unit. Each complaint is investigated to its logical conclusion and complainants are notified of the outcome.

Internal Affairs Policy

Early Warning System

The Early Warning System is designed to detect patterns and trends before the conduct escalates into more serious problems. As such, employees must understand that the early warning system is not identical to the disciplinary process. Although it is possible that disciplinary action may be taken as the result of evidence that rules and regulations were violated, this is not the sole or even primary intent of the system. The primary intent of an early warning system is to address potential problems through the use of appropriate management and supervisory strategies before formal discipline is warranted.
