I am truly honored to serve as your Chief of Police for the Borough of Sayreville. I am energized and optimistic about the future of our Police Department and this great town. As your Chief of Police, I am committed to building public trust through transparency, fairness, impartiality and affording a voice. I intend to be accessible, visible, and accountable to our community. I will empower the officers in our agency to take calculated risks — fostering an environment where officers are encouraged and rewarded for innovation and collaboration, without fear of failure. In turn, I challenge the community to help us create a town where our actions, our policies, and our voices are united toward a goal of public safety and community involvement.
The Community Oriented Policing philosophy is a key component to the continued success and the future prosperity of the Borough of Sayreville. We encourage input from the community on law enforcement and quality of life issues. I want the residents of Sayreville to recognize that the men and women of the Sayreville Police Department are here to provide the highest levels of police service and that open communication is key to ensuring we are satisfying the needs of those we serve. We will continue to foster the relationships we have established and build new ones; where officers and those we serve can work together. Ultimately, we all share the same goal – to reduce crime and provide a better quality of life for our families, friends, and neighbors. Through collaboration and cooperation, we can and will reach our goals. We shall strive to establish a climate of mutual respect and trust through positive interaction with the residents of the community. I encourage the residents of our community to get involved with their homeowner associations, schools, churches and yes, the police department. The Borough of Sayreville’s story has not been completely written, the present and the future for our town has great promise but we all need to work together to achieve success.
I firmly believe that the Police Department must continually transform our approach to deal with growing problems, evolving laws, modern trends, and cultural perspectives. I support progressive ideas in policing and emphasize community engagement. I am committed to utilizing modern technology and comprehensive law enforcement “best practices” to increase public safety and resident satisfaction.

The Chief of Police serves as the highest-ranking law enforcement official in the community, overseeing all aspects of police administration and operations. Comparable to a corporate CEO, the Chief provides strategic leadership and ensures the department upholds its mission to protect and serve. Throughout Sayreville’s history, only eight individuals have had the honor of serving as Chief of Police, with Daniel Plumacker now proudly leading in this distinguished role.
Chief Plumacker joined the Sayreville Police Department in August 2000 as part of the first graduating class of the Cape May County Police Academy. He began his career as a Patrol Officer in the Uniform Patrol Division before transitioning to the Traffic Safety Bureau in 2005. The following year, he was promoted to Sergeant and returned to Uniform Patrol as a first-line supervisor. In 2008, he advanced to the Detective Bureau, serving as the criminal investigation’s supervisor.
His leadership continued to grow as he was promoted to Lieutenant in 2010, returning to the Uniform Patrol Division as a shift commander. In 2012, he transitioned to the Administration Bureau, where he played a pivotal role as Accreditation Manager, overseeing the department’s first ever accreditation assessment and supervising administrative operations. In 2016, he was promoted to Captain and placed in command of the Uniform Patrol Division. His steady rise in leadership culminated in 2022 when he was appointed Acting Chief of Police, followed by his official appointment as Chief of Police for the Borough of Sayreville in May 2023.
Born and raised in the Borough of Sayreville, Chief Plumacker is a proud graduate of Sayreville War Memorial High School. He holds a Bachelor of Arts degree from Caldwell University and a Master of Arts degree in Human Resources Training and Development from Seton Hall University. His professional education includes completion of the nationally accredited New Jersey Certified Public Manager Program, administered by the New Jersey Civil Service Commission in partnership with Rutgers University–Newark’s School of Public Affairs and Administration. Additionally, he is both a graduate and an instructor of the New Jersey State Association of Chiefs of Police West Point Command and Leadership Academy.
With a distinguished career spanning more than two decades, Chief Plumacker continues to lead with integrity, dedication, and a deep commitment to the safety and well-being of the Sayreville community.
Office Of Professional Standards
The Sayreville Police Department holds its employees to the highest standard of integrity. Under guidelines issued by the NJ Attorney General we are obligated to accept and investigate complaints regarding the conduct of any member of this department.
When a complaint is submitted it is forwarded through the Office of the Chief to the Internal Affairs Unit. Each complaint is investigated to its logical conclusion and complainants are notified of the outcome.

Early Warning System
The Early Warning System is designed to detect patterns and trends before the conduct escalates into more serious problems. As such, employees must understand that the early warning system is not identical to the disciplinary process. Although it is possible that disciplinary action may be taken as the result of evidence that rules and regulations were violated, this is not the sole or even primary intent of the system. The primary intent of an early warning system is to address potential problems through the use of appropriate management and supervisory strategies before formal discipline is warranted.
